Yes, when it is done properly. ADHD is diagnosed through a clinical interview, a symptom history and validated rating scales, and all of these work over video. A systematic review found that test results gathered by videoconference did not differ significantly from in-person administration (Brearly et al., 2017), and the American Psychological Association’s telepsychology guidelines support assessment by video when a licensed clinician uses standardized tools. Some situations, such as suspected intellectual disability or neurological conditions, do call for in-person testing, and our psychologists will tell you if that applies.
